SAN ANGELO ISD board approves Lake View concession bid, adopts educational specifications and five-year facility plan

At the April 20 SAN ANGELO ISD board meeting trustees approved several bond-funded construction and planning items, adopted educational specifications required for long-range facilities planning and heard updates on summer programs and a state school-bus safety mandate.
Brooks Wer of KFW presented 65% construction drawings for Fannon Elementary playground concepts and renderings for the Lake View sports complex. Administration recommended awarding bid 26-002 for a new concession stand, ticket booth, officials’ locker room and expanded parking to Lee Lewis; the base bid with an alternate for lighting and sidewalk totaled $2,100,500. Administration said the project will run roughly $200,000 over the allocation for that bond item.
“We're excited to get that started,” Brooks Wer said while describing the concession and ticketing layout shown in the renderings. Trustees approved the recommendation on a voice vote.
The board also adopted district educational specifications — a combined set of mission, design goals, minimum space standards, security and multi-hazard planning assembled with Park Hill Architects — to incorporate into the district’s long-range facility plan. Dr. Brandon explained the specifications combine earlier safety, programming and design considerations into a single document for state and community review.
Dr. Gomez outlined summer programming changes driven by bond work: June high-school retest supports (to be held at Oaks), July elementary programs at Buoie and Reagan (including bilingual supports), middle-school and kindergarten “jump start” programs at selected campuses, credit recovery for high schools in July and extended-year services for special education students. Enrollment and staffing notifications for summer programs are scheduled to be sent by May 1.
On state bus safety, administration summarized requirements from Senate Bill 546 regarding three-point restraints on school buses and said the district does not have adequate funding to bring its entire fleet into compliance by the statute’s deadline. The board voted to acknowledge that funding gap to the Texas Education Agency.
Trustees also reviewed finance reports, approved routine consent items and teacher-contract renewals, and passed the five-year facility plan covering projected capacity, facility-condition indexes, site visuals and a bond timeline. The board adjourned after a short executive session and no further action.
Next steps: the Lake View construction contract will proceed with Lee Lewis and staff will continue implementing educational-specification and bond timelines; summer-program locations and meal-site information will be published before programs begin.
