Planning staff presented Case PB2026‑4‑3, a proposed map amendment to rezone parcels along portions of South 3rd–7th avenues, West Charles Street, Southeast Avenue, West Hawkins Street, West Jeffrey Street, McMullen Drive, South Skyler Avenue and South Washington Avenue. Staff said the proposal affects about 47 properties and aims to align underlying zoning with existing development patterns — converting some commercial or industrial zoning to single‑family residential (R1) and rezoning one parcel at 1168 Southeast Avenue from single‑family to multifamily to match surrounding five‑unit buildings.
The presenter described the area as spotty in prior rezonings and said the amendment is intended to provide consistent underlying zoning; staff cautioned that the map change does not grant dimensional variances, so structures that later require rebuilding or expansion could trigger lot size or other variance requests. Staff identified nearby tenants and uses (Walmart, Dollar Tree, Tractor Supply, Taco Bell, Speedway and QuikTrip) and said the parcel locations create an appropriate transition from commercial corridors to adjacent residential blocks.
No members of the public spoke on the case. Commissioner Deb Terrell moved to recommend approval of the map amendment using the planning office's attached standards and evaluations; Jose Aruro Barahas seconded. Roll call votes recorded affirmative positions from Barry McCracken, Chip Rom, Deb Terrell, Jose Aruro Barahas and Beverly Hood; the motion passed.
Next steps: the planning board will forward the recommendation to the city council for final action. Planning staff noted future possible zoning ordinance work on accessory structures, lot coverage and nonconforming lot processes.
