Consultant previews New Carile unified development ordinance update to commission

Donovan Smith, senior principal planner with McKenna, presented a preliminary unified development ordinance (UDO) update for the town of New Carile and said the item will return next month for formal consideration.
Smith said the UDO implements New Carile’s 2024 comprehensive plan by consolidating zoning, subdivision and historic preservation ordinances into 11 articles to improve readability and to make standards easier for residents and developers to find. The update creates two new districts — a mixed-use district and an open-space conservation district — revises the permitted-use table, introduces a form-based typology with model building types and dimensional tables that the town can distribute as handouts, and updates parking, signage, landscaping and screening standards. Smith described community engagement over the past year, including surveys, a walking tour and stakeholder open houses that informed the draft.
Smith said the UDO will be brought back next month as a formal request for adoption and that staff and the consultant made changes after stakeholder feedback. The commission had no questions at the presentation and took no formal action beyond receiving the report.
