Vinton City Council adopts slate of ordinances, accepts street and airport projects

VINTON, Iowa — The Vinton City Council on Oct. 10 adopted a package of ordinances and approved several infrastructure and administrative actions, moving a range of city business forward.
On unanimous roll calls the council approved third-reading adoptions of Ordinances 1101 through 1107, covering pedestrian right-of-way provisions, adult-establishment nuisance rules, electronic meeting provisions, operating budget preparation, publication of minutes, bond requirements, and fire-official authority to cite site violations. Council then advanced Ordinance 1108 (stop signs), taken for second consideration with discussion about who will pay for five field signs.
The council accepted the West First Street reconstruction project completed by RI Construction after discussing pavement thickness and the road’s expected durability. Council members also approved a resolution authorizing a public hearing on a proposed transfer/sale of city real property, set for Oct. 24 at 7 p.m., and approved a resolution to request an abatement/exemption of property taxes on city-owned property from the date of acquisition to allow the city to pursue Board of Supervisors approval.
On airport business, the council accepted a grant agreement for Runway 34 obstruction mitigation at Veterans Memorial Airport. Staff said the state grant award is an "up to" amount and that final bid results and amended engineering fees will determine final costs; the federal/state share request discussed for the AOS weather-alert system was $247,500 and a preconstruction meeting with engineers was expected next.
The council approved payment No. 8 to Wood Construction for water treatment plant improvements and approved change order No. 2 for the same project, which includes a roughly $6,000 code-related item; staff confirmed the city will not pay until the equipment is delivered and installed. The council also approved several routine items, including a sidewalk correction on C Avenue and special-event permits for the lighted holiday parade, the Spooktacular downtown trick-or-treating event and Bright Lights on 4th.
The meeting closed after routine reports from staff on street punch lists, a town water-pressure survey to support an SRF application, police training updates and miscellaneous public-works matters. The council set its second November meeting for Monday, Nov. 25, at 7 p.m.
