East Grand Forks council adopts cannabis ordinance, removes $2 utility 'green site' fee and approves routine items

The East Grand Forks City Council on July 1 approved a package of ordinances and routine agenda items, including Ordinance 47 (fourth series) regulating cannabis and lower-potency hemp edible businesses and a resolution removing the $2 monthly "green site" utility fee.
Council members voted unanimously on the key items. Ordinance 47 — considered on its second reading — amends city code Title 11, Chapter 120 to regulate cannabis and lower-potency hemp edibles, revokes the city's prior temporary cannabis events section and references Chapter 10 penalty provisions. The motion to adopt the ordinance was moved by Council Member Dale Helms and seconded by Council Member Pakshavinsky; the roll call recorded affirmative votes.
The council also approved a lease with Independent School District 595 that covers use of the Civic Center, VFW Memorial Arena and Blue Line Arena for the 2025–26 through 2027–28 school years. Council approved the purchase and installation of an Indico explosion-proof duct heater from Johnson Controls for $55,350 and authorized placement of a memorial sign in memory of Dave Akre at the Griggs Park playground.
In a separate motion the council adopted Resolution 25-07-52 to remove the $2 monthly green site fee from residential and commercial utility bills; the motion was moved by Council Member Caes and seconded by Council Member Peterson and carried by roll call.
