Aurora updates DDA appointment process; posts interviews and seeks public feedback

Deputy City Manager Laura Perry updated council on the formation and appointment process for the Aurora Downtown Development Authority (DDA), which voters approved in November. Staff said the DDA will use tax-increment financing within a defined boundary and that the board will be appointed by the mayor and confirmed by council.
Perry said 33 applications were received, 12 candidates were selected for interviews (April 29 and May 5), and the interviews were recorded and posted on the city's DDA website. The nominating committee (Mayor Kaufman, Mayor Pro Tem Lisonbee Coombs and staff) vetted applicants against state statutory requirements and plan qualification criteria.
Perry outlined statutory constraints for board composition (five to eleven members, majority must live or own property within the DDA; one seat reserved for a city council member; no city employees may serve) and said the mayor will recommend six board members for council confirmation, with one seat reserved for Councilmember Ali Jackson.
The council was told the community feedback period on the interviewed candidates would remain open through May 20 via an online form and dda@auroragov. Perry invited public input and noted that the first DDA board meeting is anticipated in July or August after confirmations and adoption of the plan of development.
