Wayne County adopts multiple proclamations, lease and routine consent items

Wayne County commissioners on May 5 approved several ceremonial proclamations and routine consent items including budget amendments, a lease of an airport hangar to Wayne Community College, preliminary subdivision plats, and a resolution awarding a service weapon to a retiring lieutenant.
The board read and adopted proclamations recognizing May 6–12 as Nurses Week, May as Mental Health Month, County Clerk Week, and National Apprenticeship Week. Freda Wolf, deputy health director, and Tracy Brinson represented county health nurses at the nurses proclamation; Emily Peacock presented the mental health proclamation and introduced Trillium representatives. Assistant County Manager Ginger Moore read the County Clerk Week proclamation and recognized Clerk to the Board Carol Bowden and Deputy Clerk Kayla Whitley. Dr. Christy Saws of Wayne Community College and Kayn Carnegie described the county’s registered apprenticeship work and reported that the program now serves more than 100 apprentices across more than 20 occupations.
Under consent the board approved several budget amendments (solid waste, EMS, libraries, tax office, and sheriff’s office) and authorized leasing a 12,500 square‑foot county hangar at 236 Aviation Road to Wayne Community College for a period of up to 10 years, clarifying the county owns the land and hangar but not the college‑built classroom brick and mortar. Planning staff presented and the board moved forward preliminary plats for Hay Bell (10 lots) and Salisbury (65 lots) subdivisions. The board also approved a conveyance of two foreclosed properties (709 N. Virginia St. and 622 Slaughter St.) to the City of Goldsboro to permit demolition at the city’s expense.
In personnel business the board read and adopted Resolution 2026‑12 awarding Lieutenant Travis J. Cox, retiring May 1, 2026, his service weapon and badge in exchange for $1 in accordance with N.C. Gen. Stat. §20‑187.2.
The consent agenda — including the added service weapon resolution and other items — was approved by the board during the meeting.
