A supervisor moved to adopt the resolution and praised Simmons for responding to constituent concerns and attending town‑hall meetings on road and infrastructure issues. Deputy County Administrator Joe Casey explained the reorganization as a move to improve communication between highway operations and engineering and to align dependent budgets under a single director.
Several supervisors endorsed the change, saying the functions historically belonged together and would benefit from closer operational coordination. Supervisor KZ said the board nevertheless needs better notice when activities affect specific districts and urged clearer information flows to supervisors so constituents are not surprised.
The board approved both the appointment and the revised organizational chart by voice vote; all three supervisors present voted in favor. The changes take effect immediately; the board scheduled follow-up budget and work‑session meetings to continue oversight and ensure district notification procedures are clarified.
