Lane County sets second reading and joint public hearing for Glenwood Riverfront code amendments

Lane County commissioners on April 28 set a second reading and a joint public hearing with the Springfield City Council for ordinance 26‑03, a county ordinance to co‑adopt amendments to portions of the Springfield Development Code affecting the Glenwood Riverfront Mixed‑Use District.

For the record, Jared Bauer, the county’s senior planner and project manager for the code amendments, told the board this was the first reading of ordinance 26‑03 and that the proposal would amend Lane Code 10.600‑15 to co‑adopt Springfield Development Code sections 3.4.245 and 3.4.250, add high‑impact public facilities to the district's list of uses, and amend the 2014 Glenwood Refinement Plan to clarify location and capacity of a proposed high‑impact public facility. Bauer said staff and the applicant will present a fuller report and accept public comment at the joint May 18, 2026 hearing at Springfield City Hall with a virtual option.

The Vice Chair moved to approve the first reading and to set the ordinance for the May 18 joint hearing; the motion was seconded and passed by roll call, recorded as 4‑0 with Commissioner Farr excused absent. No substantive questions were raised during the April 28 first reading.

Why it matters: co‑adoption means the county and the City of Springfield must both adopt the specified code language because it applies to urbanizable lands inside the Springfield urban growth boundary. The May 18 joint hearing will be the first public hearing at which members of the public and the applicant may comment before the board and the city council consider final action.
