City outlines $3 million multifamily rehab grant program from developer-funded housing fund

City planning staff presented the Multi-Family Home Improvement Program, a component of the city's Workforce Housing Fund intended to finance exterior and accessibility improvements for multifamily communities.
Assistant Director Joanne Skaria and Development Compliance Manager Olivia Ellison told the council the Workforce Housing Fund was initially seeded with $5.5 million in developer contributions and that the council allocated $3 million for the multifamily program. Eligible improvements include roof repair or replacement, parking-lot improvements, exterior painting, landscaping and ADA ramps. Awards will be determined by a staff selection committee and will range from $250,000 to $1 million. The application portal opened March 16 and applications are due June 15; included in the packet is an eligibility map that communities should consult to verify qualification.
Staff said scoring will follow published criteria (financial contribution, demonstrated need, owner-occupied percentage, code nonconformity remediation and aesthetic improvements) and will be conducted in accordance with procurement policies. The program is intended to target large-ticket exterior items that some multifamily property owners may not be able to fund alone. Interested HOA/P.O.A. boards must submit applications through the city's online portal and may use the three-month application window to secure any necessary board approvals.
