Shelby County Commission adopts amended Citizen Participation Plan for CDBG program

The Shelby County Commission on Jan. 12 adopted an amended Citizen Participation Plan governing how residents can engage with the county’s Community Development Block Grant (CDBG) program. Commissioner Lindsey Allison moved to approve Resolution 2026-01-12-04; the motion carried unanimously.
The commission’s resolution records that Shelby County held a public hearing on the CPP amendment following a 15‑day public notice and a 30‑day public comment period from Dec. 4, 2025, through Jan. 6, 2026. The meeting minutes state that no members of the public signed in to speak during the hearing.
The CPP sets out procedures required by HUD for entitlement grantees, including schedules for public hearings, notice requirements, accommodations for non‑English speakers and residents with disabilities, and the handling of written comments. The plan states the county will make program documents available online and in person at the Department of Development Services and will provide reasonable accommodations and translation services as needed.
County staff will continue to serve as the primary point of contact for citizen participation activities for the Shelby Urban County Program and to manage the Policy Board process that evaluates and recommends projects for the annual Action Plan. The adopted resolution also retains the commission’s right to amend the CPP as necessary to remain compliant with HUD rules.
The commission recorded the action as Resolution 2026-01-12-04 and noted the county’s designation as an Urban County eligible to receive CDBG entitlement funds directly from HUD. No substantive objections or alternate proposals were recorded in the meeting minutes; the commission approved the plan on a unanimous vote.
