Wichita City Council voted April 7 to authorize the purchase of one Spot robotic dog for the Wichita Police Department, following passionate public testimony and extensive council questioning about policy, cost and community safeguards.
Captain Jason Kulie said the department’s current robots lack mobility and manipulation features and described case studies where legged robots accelerated scene clearing and reduced risk to officers and civilians. "Robots serve as a valuable tool for deescalation, significantly increasing the likelihood of an incident concluding safely and peacefully," Captain Kulie told the council. Staff said the approved purchase will be for a singular unit now, with an option and a follow-up review on July 7 to decide whether a second is needed and to provide additional policy details.
Supporters, including family members of officers and several public commenters, framed the purchase as an officer‑safety and life‑saving measure. Nancy Bradley, a City resident, said the technology "not only has the potential to save lives, but also to alleviate the trauma of everyone affected."
Opponents and some council members pressed staff on policy gaps. Concerns included whether robots record footage, where that footage is stored, what restrictions prevent weaponization, whether the devices rely on artificial intelligence that could make independent decisions, warranty and maintenance costs, and whether the CIP timing displaces other pressing capital needs like fire apparatus and facility maintenance.
Chief Sullivan and Captain Kulie offered several commitments in response: the robot’s operator feed can be offloaded locally (not cloud‑stored) and the vendor provides a one‑year warranty with an optional annual support plan; the city will adopt explicit policies limiting robotic weaponization and defining recording, retention, and oversight practices; and staff will collect usage data (incidents, conflict between bomb/SWAT demand, and operational impacts) and return to council with a data and policy update in July.
Council members split on scope and timing. Some argued for immediate procurement given recent operational shortfalls and upcoming large events; others urged delay to allow more public engagement, a formal robotics policy and clarified budget impact. A substitute motion to purchase a single robotic dog, modify the bonding resolution to reflect the single purchase, and require staff to return with policy and a data update by July carried.
Financials and next steps: staff reported a negotiated discounted procurement price and indicated the FY26 CIP contains bonding capacity for the acquisition. The council’s motion authorized funds sufficient for a single unit and directed staff to return with a policy, recorded usage data, and the department’s operational plan for sharing the asset between bomb and SWAT functions.
