Council adopts Land Development Code amendment to recognize food banks as a separate use

Council unanimously approved a staff‑recommended amendment to Chapter 18 of the Land Development Code establishing 'food bank' as a distinct land use with a definition and conditions to allow food banks in additional districts to improve access to food assistance.

Assistant Planning Director Brian Chambers explained a staff‑initiated amendment to Chapter 18 of the Land Development Code to classify "food banks" separately from warehousing and distribution. Staff said the 2021 code consolidation eliminated a prior "social services" category, which left food banks classified chiefly as warehousing in only certain districts. The proposed amendment adds a definition for food banks and expands allowable locations by right or by condition so these nonprofit operations can locate in more commercial and mixed‑use areas while subject to compatibility conditions in lower‑intensity neighborhoods.
