Monroe annexes detention-pond parcel and adopts zoning text changes

Monroe City Council on April 28 voted unanimously to adopt an annexation ordinance for a detention pond parcel connected to the Goold Brothers Corner Subdivision, and earlier approved zoning text amendments that clarify and restructure certain overlay protections.

Mayor Johnny Parsons introduced the annexation ordinance, noting the Council had previously voted on the matter in January but the required annexation forms were not transmitted to the state within the mandatory 60-day window, necessitating a new vote. Councilmember Ryan Johnson moved to adopt Ordinance 1 02 2026 to amend the municipal zoning map, annex the parcel and extend city limits; the motion passed 3-0.

Earlier in the meeting Planning Commission Chair Talon Gadd explained recommended changes to the Monroe City Land Use Zoning Ordinance that clarified undefined terms and converted the wellhead protection zone and flood zone from separate zoning districts into overlay zones. Under the new structure, developments within those overlays must comply with both the base zone and the overlay requirements, a change the Planning Commission said will reduce prior confusion when overlays had been interpreted as separate base zones.

Parsons said infrastructure requirements for the subdivision have been confirmed and that he had signed multiple building permits that evening; at least one home in the subdivision was already pre-sold. The council did not take action on the Transportation Plan at this meeting; that item is scheduled for consideration at the next regular meeting.
