Monroe Council approves engineering amendment to move well project toward summer drilling

Monroe City Council on April 28 approved a contract amendment with Jones & DeMille Engineering to complete design, bidding and construction engineering for a planned municipal well, a step city officials said will move the project toward summer drilling.
The council voted unanimously to accept the amendment, which preserves the previously budgeted $237,000 for engineering work included in the city's CIB loan application. Parker Vercimak of Jones & DeMille told the council the next tasks are preparing the design and bid package, then seeking state and USDA reviews before advertising the project.
Vercimak summarized the schedule and reviews: roughly three weeks to finish design and bid documents, up to three weeks for state drinking water review, two to three weeks for USDA Rural Development review and about a month for bidding. "The goal is to bid the well project in June and commence drilling in July or August, subject to driller availability," he said.
Council and staff discussed related procurement steps: a backup generator will require a formal procurement package once the well's production is known so performance can be specified; pump and motor sizes were discussed with the goal of standardizing equipment for interchangeable spare parts. Vercimak also advised deferring spring rehabilitation excavation until after the current or next monsoon season to avoid compounding runoff debris; CIB funds for the spring work would be preserved or redirected if conditions change.
The motion to accept the contract amendment was made by Councilmember Jason Bagley and seconded by Councilmember Candice Barney; the roll-call vote recorded Bagley, Barney and Ryan Johnson voting yes. The council directed staff to proceed with the design, reviews and the planned bidding timeline.
Next steps include completing the bid package, progressing through required state and federal reviews and opening the project to bids, with actual drilling timing contingent on contractor availability and regulatory clearances.
