Architects present schematic design for Jefferson Elementary accessible entry, committee asks alternatives

PGHM Architects presented schematic designs for Jefferson Elementary’s front entry and accessible routes, proposing a diagonal ramp from 6th Street, a revised visitor parking layout with one accessible stall, perimeter screening and a separate kindergarten access ramp.
Mason McCarthy, associate principal with PGHM Architects, said the scheme aims to provide “an equitable and inviting” primary entry for all users and noted that the existing public sidewalk along Cambridge Street would not meet ADA slope requirements. “The code does say it needs to be equitable and equal access,” McCarthy said, explaining why the architects proposed a new ramp rather than routing visitors along the existing sidewalk.
Committee members asked for alternatives and more analysis. One member urged staff to present side‑by‑side options showing the diagonal ramp versus a switchback or a straight connection to existing sidewalks so the committee could evaluate tradeoffs. McCarthy said an early switchback concept increased overall ramp length and retaining costs and that the diagonal option reduced ramp run and proved more economical in initial studies.
Design details drew sustained questions. Members asked about the height and material of proposed retaining walls and guardrails, whether fence and screening panels might be stainless steel or aluminum with powder‑coat finish, and whether in‑wall downlighting or standard light poles would be used. McCarthy said the team plans in‑wall downlighting and will “future proof” the design for potential battery backup or solar connections but had not yet completed electrical studies.
Several committee members flagged maintenance and programmatic concerns, including potential loss of a small grassy area near the front of the campus. Architects said the kindergarten play yard would be preserved and that landscaping would aim to balance shading, fire resistance and low maintenance. The team also confirmed plans for magnetized access and buzzer control at the admin door so visitors would check in before entering campus.
The committee did not take any action on the design; staff and the architects said they will return with further refinements, cost options and additional renderings as the schematic package moves into design development.
