Planning commission approves revised Brooksider plan with safety stipulation

The Leawood Planning Commission approved the revised final development plan for Town Center Plaza Brooksider (PC-022-2026) on March 25, contingent on a stipulation that the applicant revise drawings to eliminate a potential fall hazard shown on the project plans.

Staff indicated the Brooksider revision had been placed on the consent agenda. Commissioner McGurn pulled the case for clarification about the design changes and safety concerns. Staff and the applicant explained that the existing enclosed patio will be incorporated into the new design, that an existing outdoor patio will be demolished and rebuilt, and that parking spaces were removed (about 20) to offset increases in impervious surface so the development does not worsen an existing open-space nonconformity.

Applicant Daniel Amshide (Clockwork Architects) agreed that the conceptual rendering on page seven appears to show a fall hazard and told the commission that Leawood will hold the project to building code: “by code we are obligated to provide safety and welfare per IBC 2018. So we will be doing that…rest assured,” he said. Commissioners and staff agreed language for a stipulation requiring corrected plan sheets prior to governing-body consideration should be added; the motion to approve the revised final development plan with the referenced stipulations passed and the case will be forwarded to the governing body.

The approval was procedural: staff noted additional building-code and full construction documents will be submitted later for building-plan review and that final plan checks will address details such as the stair rail and other civil/site details.

The commission did not record a roll-call vote by name; the approval was made by voice vote and the case was forwarded to the governing body for final consideration.
