Committee asks staff for high-level bridge replacement estimate, directs updated RMSA map

The Haines Borough Commerce Committee voted informally to request staff prepare a high-level estimate of the borough-owned bridge’s replacement cost and remaining useful life and to produce an updated map of the RMSA subunits as defined in code.

Speaker 4 moved “that we, following up on that one, get a high level estimate of the bridge cost, replacement cost, and lifespan,” and Speaker 5 seconded. The motion was treated as unanimous and the committee directed staff to return cost and lifespan estimates and to clarify which roads fall under which RMSA subunits.

Committee members said a reliable, graphic RMSA map would reduce confusion about which roads are borough-maintained versus state-maintained and help the borough decide whether to apply general-use tax revenues or targeted user fees. Staff noted existing spreadsheets document restricted fund balances and multi-year maintenance spending for RMSA subunits but said snow-removal costs and other maintenance line items are volatile year to year, complicating simple per-property averages.

The committee discussed using the CIP (capital improvement program) to fund recurring maintenance needs and asked staff to identify estimates that do not require full engineering studies. The request includes both a broad replacement-cost range for the bridge (to inform long-term planning) and a map that overlays road ownership/maintenance responsibility on the RMSA subunit boundaries shown in code.

Next steps: staff will prepare the cost-range estimate and updated graphical RMSA map for committee review ahead of the next budget discussions. The committee moved on to budget and harbor items after agreeing to the referral.
