Santa Rita board hears update on modernization, TIP facility and developer-fee study

District staff updated the Santa Rita Union School Board on the progress of multiple modernization projects, a new Therapeutic Intervention Program (TIP) facility shared with Monterey County Office of Education (MCOE) Head Start, and an upcoming developer-fee study.
The board was told that phase-one modular sections have been delivered and craned onto foundations, and that weather-permitting crews will complete exterior finishes, interior systems and inspections before furniture installation. Staff said the contractor is aiming for a November–December occupancy window but cautioned timelines remain subject to change.
Staff thanked voters for Measure R funding that is enabling the projects and said the district will submit completed projects to the state for reimbursement, which will fund subsequent modernization phases. The district also described a coordinated schedule at La Joya so the TIP/Head Start construction (which began March 30 with site testing and soil work) completes before La Joya’s own modernization starts, avoiding concurrent heavy-construction activity on the same campus.
The TIP facility, which district staff said will include offices, restrooms, a small parking and bus turnaround and up to five classrooms with a dedicated entrance, is intended to serve TIP students countywide while offering scheduled gated access to La Joya playfields. Staff gave a targeted completion date of Dec. 31 for TIP’s construction so La Joya’s modernization can commence afterward.
On funding and fees, staff previewed a developer-fee study that will be updated in July to support level-two or level-three fee calculations as needed. The district recited state-set level-one fee amounts of $5.38 per residential square foot and $0.87 per commercial square foot, and discussed the level-two/level-three formulas; a current level-three example figure mentioned in the presentation was $14.54 per square foot. Staff said they will return with a resolution to start the developer-fee process and present the final plan in July.
The board also heard about operational improvements: the district reported a 92% completion rate on about 1,030 work orders this fiscal year after troubleshooting notification routing in its SchoolDude maintenance system, and staff said they are evaluating a more comprehensive multi-department system for implementation in roughly a year.
The presentation closed with plans to publicize progress to voters and community members so Measure R expenditures are transparent and the public can follow project timelines and reimbursements.
