Staff warns kernel-density model for communications siting may require extra research, software

The GAS committee discussed a Forrester supplemental on priority siting areas for communications equipment and whether to embed a kernel-density analysis into an ordinance update.
A staff member told the committee that consultant Gary Greenberg said the custom geographic analysis could be complicated, could require several inputs and geoprocessing steps and that the borough currently does not own the software to run the model. The staff member said Greenberg recommended producing a white paper describing the analytic steps and data sources before commissioning the study.
Committee members asked staff to include the consultant’s emails as a supplemental in the minutes while staff researches the resources and time required to run the analysis and how it would embed into the ordinance. No decision to commission the analysis was made at the April 7 meeting.
