Planning commission recommends replacing Atwater parking code with updated Merced-based model

The Atwater Planning Commission voted unanimously to recommend that City Council adopt a revised parking ordinance that largely mirrors the City of Merced's modern parking code but keeps Atwater’s existing requirement of two parking spaces for single-family residences.
City Manager Chris Holm told the commission he reviewed the municipal code and found Merced's ordinance to be a comprehensive template, with clearer definitions, shared-parking provisions and guidance on landscaping and bicycle accommodations. Holm said staff tailored the Merced model to preserve Atwater-specific items, including the typical two-space single-family requirement and compliance with state rules governing accessory dwelling units and multifamily exemptions.
After no public comment, the commission made the CEQA exemption finding under Guideline 15061(b)(3) and adopted Resolution No. 0270-25 recommending council approval. No substantive public testimony opposed the update during the hearing.
The recommendation will go to City Council for formal adoption; council consideration will include public notice and the opportunity for additional hearings as required by law.
