Budget update: ARPA underspends, LATCF reallocations and motorpool options discussed

The county's budget and finance manager reported remaining balances and recommended reallocations for completed or underspent projects.
Jennifer Berley said the county has $23,115.30 remaining on completed American Rescue Plan Act projects (with $17,483.79 identified as available in a temporary staff-administration line) and asked that those funds be reallocated to open projects such as governmental operations and law-and-justice initiatives. She also reported an underspend of $14,551.19 within Local Assistance and Tribal Consistency Fund (LATCF) amounts originally allocated to district and superior courts and discussed constraints (for example, lobbying services are not eligible). Berley said reports and any necessary budget amendments would be handled in upcoming budget cycles and public hearings.
Commissioners separately discussed motorpool management and whether to lease new vehicles or retain existing fleet assets. Staff noted one county vehicle with ~16,000 miles that could be cycled out; commissioners observed a small incremental cost (about $2,000) to order a new vehicle versus keeping the existing one and weighed timing for turn-in, resale value, and how new orders would affect the 2026 budget and departmental allocations.
Also noted in the briefing: the Washington State Conservation Commission contract amendment (amendment number three) needed formal signature to allow Mason Conservation District to proceed under an updated interlocal agreement; and the Historic Preservation Commission's recommended nonprofit grants (from $16,000) will be finalized at the next meeting.
