The Transportation Committee adopted a substitute to Senate Bill 59 that would allow retired sworn officers, registered special conservators of the peace and locality‑employed technicians to swear or affirm certificates based on recordings from photo enforcement systems, and would require those certifying such evidence to complete a training course developed by the Department of Criminal Justice Services.
