Fiscal Court authorizes outreach position with ASAP, tables generator bid and approves jail grant application

At its Sept. 11 session the Fiscal Court authorized a memorandum of understanding with the Franklin County Agency for Substance Abuse Policy (ASAP) to create a county outreach/coordinator position initially funded by opioid-abatement grant money routed through ASAP. Charlie Kendall, ASAP board coordinator, described the arrangement as a way to funnel grant-supported services into county operations and help people access treatment and recovery resources. Kendall said the ASAP funding would cover gross pay and the county would cover benefits.
Treasurer and meeting discussion clarified funding mechanics: Kendall and court staff reported the ASAP contribution would cover roughly $55,000 in gross wages while the county would provide benefits estimated near $20,000. The court approved the MOU by voice vote during the voting session, and also approved the immediate hiring of Ashley King as the community outreach coordinator.
The court handled several other administrative matters. It voted to table (postpone) acceptance of a bid from Veritech Inc. for a new generator at Fire Station 9 while staff and the county attorney resolve surplus/removal language and bid-line details. Commissioners said the delay is to confirm disposal or surplus procedures for the existing generator and ensure bid terms include removal, setup and testing.
The court also authorized the county's application to the Kentucky Association of Counties Insurance grant program for a patient lift and related equipment for the Franklin County Regional Jail. County staff said the grant requires a 20% local match and the jail can purchase lifts from commissary funds if needed while awaiting grant outcomes.
Roll-call and voice votes were taken in the meeting's voting session; motions to table the generator bid and to approve the MOU, hire and grant application all carried.
