Senate panel backs time extension for Eveleth's Progress Parkway project

St. Louis County asked the Senate Transportation Committee on Wednesday to extend the spending deadline on a $6 million 2024 appropriation for the Progress Parkway project in Eveleth.
“Phase one bids … the project has come in under budget at 4.6 million dollars,” said Jim Fall, St. Louis County public works director. He told the committee the county needs more time to complete phase two, citing cultural‑resource issues that required redesign and delayed the environmental review. Fall said the county is requesting the expiration be moved from June 30, 2027, to June 30, 2030 so the remaining roughly $1.4 million can be used to finish the alignment to Trunk Highway 37.
The project originally funded design and construction from Trunk Highway 53 to Trunk Highway 37 and added a roundabout near a school. Committee members clarified that the proposal does not appropriate new money but simply extends the availability of previously appropriated funds.
Senator Farnsworth moved the bill to the Finance Committee; the motion carried on a voice vote. The Finance Committee will review the extension because any modification of an appropriation is a fiscal action.
The bill was advanced without further amendment; the next procedural step is review by the Finance Committee.
