Lancaster County’s legislative consultants told the Board of Commissioners on Jan. 8 that the Nebraska Legislature had opened its 2026 session with more than 100 new measures and that state revenue projections point to a projected budget shortfall of approximately $471 million.
Brennen Miller and Sarah Wagelie of Kissel, Kohout, ES Associates LLC provided the update and said early session debate is likely to focus on social policy issues, with budget deliberations and funding constraints following later. They explained the difference between reduced growth and actual revenue declines and said those distinctions will shape the Legislature’s balanced‑budget process.
The consultants reviewed Lancaster County’s legislative priorities, including items carried over from the prior session (Medicaid Section 1115 participation, radios for rural fire departments, East Beltway funding, medication‑assisted treatment in problem‑solving courts) and new items such as an anticipated introduction on conflict counsel. They said they would continue to monitor introductions and alert county staff to bills that could affect county operations and finances.
Commissioners asked about long‑term fiscal impacts and what agency funding reductions might mean for county services; the legislative team committed to ongoing updates as the session progresses.
