Redevelopment commission approves Summit District plan, backs Sudbury PUD agreement (4–1)

Bloomington — The Bloomington Redevelopment Commission met March 2 and approved a Summit District economic development plan intended to support new infrastructure and connectivity in the city’s trades district.
John Fernandez, chief executive officer of Amplify Bloomington, told the commission the Forge apartment complex is in a stable financial position and will repay a previously approved $100,000 operating fund reserve from the redevelopment commission.
City attorney Dana Kerr described the Summit District designation as a tool to improve infrastructure connectivity and noted that revenue generated by a TIFF could help spur development. Kerr also asked the commission to approve an agreement with Sudbury development partners for the Summit District planned unit development and related public infrastructure improvements, stressing protections for right‑of‑way and road construction access.
The commission voted to approve the Summit District plan unanimously and later approved the Sudbury PUD agreement by a 4–1 vote.
