Carrolton Council approves sale ordinance and emergency contracts for cleaning and refuse

The Carrolton Village Council unanimously approved three ordinances at its Jan. 28 meeting, authorizing a sale of surplus personal property, a custodial-services contract and a refuse/recycling contract.
Mayor William J. Stoneman gave the third and final reading of O#2025-38, which authorizes the village to sell personal property not needed for public use by internet auction pursuant to ORC Section 721.15(D). Councilmember Locke moved to approve O#2025-38 and Parker seconded; the motion passed on a 5-0 roll-call vote (Barto, Butterfield, Locke, Tangler, Parker).
Council also read and approved O#2026-02, authorizing a contract with Brittany Melville for custodial services and declaring the ordinance an emergency. The minutes state Melville is the current provider and proposed a monthly amount of $1,850. Locke moved to read O#2026-02 as an emergency; Tangler seconded. After the reading, Parker moved to approve and Locke seconded; the votes for emergency reading and for approval were each recorded 5-0.
Finally, the council read and approved O#2026-03, which accepts the bid of Kimble Recycling and Disposal Inc. for refuse collection and recycling and declares the measure an emergency. Tangler moved to read as an emergency and Parker seconded; Locke moved to approve and Tangler seconded. The motion to accept the bid carried 5-0.
All three ordinances were recorded as emergency measures in the minutes; the record does not include contract start dates, term lengths, or bid amounts for the refuse contract. The council also approved payment of bills and payment of bills without prior certification by unanimous votes during the meeting.
