Carrolton council approves energy purchase, consultant addendum, budget amendment and replat in unanimous votes

The Carrolton Village Council approved a series of ordinances and a budget amendment at its April 13 regular meeting, voting unanimously on each item.
Mayor William Stoneman read Ordinance O#2026-06, approving an electricity purchase contract with AEP Energy for village-owned meters, and the council voted 6-0 to adopt it after a motion from Council member Parker and a second from Barto. The council then read and adopted O#2026-07, an addendum to the village’s energy consulting and management agreement naming Trebel LLC as an exclusive agent and energy consultant, by a 6-0 vote (motion by Tangler; second by Parker).
The council also read Resolution R#2026-08, an amendment to the village’s original 2026 appropriation ordinance, as an emergency and approved it 6-0 (motion by Barto; second by Parker). In related business, Council approved Ordinance O#2026-09, accepting the replat of Lots 1–3 in Fred H. McCoy’s Addition and Tracts 1–3 in the village; council waived the second and third readings and adopted the replat ordinance by unanimous vote (motion by Barto; second by Tangler).
Clerk Treasurer Darla Tipton recorded the roll-call votes for each measure; the recorded votes on the four items were Butterfield, Lambert, Locke, Tangler, Parker and Barto voting “yes.”
The measures were presented during the mayor’s report and were characterized by the mayor as routine, with no extended debate recorded. The council’s next scheduled step is the usual administrative implementation of the approved contracts and the filing of the replat in accordance with village procedures.
