Caitlyn Emer, public health staff for Black Hawk County, told the Board of Supervisors on May 5 that Iowa Department of Health and Human Services plans to release a competitive RFP in August seeking a single lead entity to ensure five core public-health services across District 7, which includes 14 counties and roughly one-third of Iowa’s population.
