Board approves US‑1 congestion study scope to explore safety and multimodal options

The Martin County MPO on May 11 approved the scope of a congestion management study for a segment of US‑1 extending from southwest Joan Jefferson Way to the St. Lucy County line (just south of Cove Road to SE Lillian Court).
Consultant Bonnie (teaming with Kimley‑Horn) told the board the study will collect travel‑time and speed data, evaluate transit routing, analyze bicycle and pedestrian safety, conduct outreach including an open house and online survey, and develop strategies ranging from signal timing and striping to protected bike lanes. The study is a phase two continuation of a prior US‑1 project north of the Roosevelt Bridge.
The scope includes both capital and operational options; an estimated consultant engagement of about $55,000 was cited to cover outreach and engineering. Commissioners asked about coordination with neighboring St. Lucy County and the City of Stewart; staff said the project will coordinate with the city and advisory committees. The motion to approve the scope passed with Commissioner Reid recorded as voting no.
The study will feed into the TIP and future programming decisions; staff will return with more details on outreach and schedule.
