Pitkin County approves $200,000 toward Roaring Fork Safe Passages feasibility study after split vote

The Pitkin County Board of County Commissioners voted to provide $200,000 from the Open Space & Trails Fund to Roaring Fork Safe Passages to support a feasibility study for a proposed crossing. Tom Cardamon of Roaring Fork Safe Passages told the board his group has already raised matching dollars and would document those contributions for county staff.
“Tom Cardamon: I just will reassure you that we plan Safe Passages to document the matching funds that we have raised,” Cardamon said during the public hearing.
Commissioner Francancy moved the amended resolution to describe the county contribution as a matching commitment and directed staff to confirm matching receipts before disbursement; Commissioner Greg seconded. Commissioner Patty voted no and Commissioner Jeffrey abstained; the motion carried.
County staff said the contribution will support a study estimated at about $400,000 and that the county’s $200,000 is intended to leverage outside funds. Staff also agreed to add clear language to the resolution mirroring the supplemental request that describes matching expectations and to provide oversight of fund release procedures.
The board closed the public hearing after comments and directed staff to return any required documentation at the disbursement stage.
