Conroe ISD advances 2023 bond work, approving multiple construction contracts and a new program-manager RFP

The Conroe Independent School District Board of Trustees on May 12 approved a string of construction contracts and procurement actions that move major bond-2023 projects toward construction and occupancy.
Planning & Construction Director Mr. McCord told trustees the district has approved 29 GMP projects to date and that the board’s actions narrow remaining bond work; he said the district had reduced the number of over-capacity campuses from 39 to about six. Trustees approved using job-order contracting (JOC) and awarding Nash Industries a contract for a south-county warehouse expansion, a project described as increasing climate-controlled space from about 18,000 to 32,000 square feet. The price cited for that work in staff presentation was $1,600,000, and trustees approved the request.
The board also approved guaranteed maximum-prices for campus projects: $13,389,623 for David Elementary and Galatus Elementary additions and renovations; $28,646,253 for a major renovation at Saninto Elementary and Rice Elementary (including a gym, driveway adjustments and wastewater/well work); and a $22 million combined request for Anderson and Glenlock elementary additions and renovations. Trustees approved a multi-school auxiliary facilities renovation recommendation (approx. $11.5 million) and awarded other bids for the Woodlands 9th grade campus and College Park High School renovation to Marshall Constructors and recommended Ellis Constructors for district safety and security upgrades in scope totaling roughly $25 million for Candy Creek and other sites. The board motion records show these items were carried by the trustees at the meeting.
Trustees also approved issuing an RFP to procure a program manager/vendor pool to advise on bid and construction projects; staff estimated roughly a 90‑day turnaround to establish that pool. Staff reported an upcoming Zonda demographic report on May 20 that will shape future capacity planning.
Most project approvals recorded unanimous trustee support in the meeting transcript; staff indicated projects are on schedules that in many cases aim for completion by August 2028 or phased openings in 2027–2028 depending on the campus.
The board did not discuss financing beyond referencing bond-2023 and emphasized maximizing taxpayer value and oversight during procurement.
