District 196 honors student-athletes, outlines SEPs and web-accessibility work

The District 196 school board on April 13 recognized coaches and student-athletes from Oak Ridge, Eagan, Apple Valley and Rosemount for state and national-level achievements, and heard two informational reports on classroom practice standards and web accessibility.

Coaches and student leaders took the podium in a long recognition section. Jeremy Sorensen, director of elementary education, and principal Kathy Kindom noted Oak Ridge Elementary’s national Magnet Schools of America recognition. Will Finley and Coach Chris Orr celebrated Rosemount’s girls basketball state championship and other athletic honors, and multiple student-athletes and coaches from Apple Valley and Eagan were recognized for state finishes and records.

Rachel Hughes, the district’s director of instruction and achievement, gave an update on implementing the Minnesota Standards of Effective Practice (SEPs), including a crosswalk with the district’s current Danielson-based evaluation model and five prioritized cultural proficiency components selected in 2025. Hughes said building-level teams are implementing one prioritized component for formal evaluation this year and that peer leaders and administrators have received training to support ongoing coaching and differentiated instruction.

Janet Swachikowski (presenting on web accessibility) briefed the board on federal Title II requirements effective this April for large governmental entities and explained the district’s planned changes to purchasing and contracting language, training for web editors and site staff, and efforts to make learning platforms and documents accessible (WCAG 2.1 AA). "Accessibility is not just the law — it's the right thing to do," she said, adding the district will use platforms such as ParentSquare and updated purchasing guidelines to help enforce accessibility standards.

Board members thanked staff for the presentations and asked clarifying questions about training, timelines and vendor compliance; no formal action was required on these informational items. The board will hear follow-up reports as implementation progresses.

The meeting adjourned at the end of a lengthy session that also included a major transportation action item and other business. The next regular meeting is Monday, May 11.
