Fulton County commissioners approve grant application, proclamations and routine payments

Fulton County commissioners met Tuesday morning in the commissioners' office and approved a series of routine administrative actions, proclamations and grant authorizations before adjourning at 11:15 a.m.

Commissioner Randy H. Bunch, chairman of the Fulton County Board of Commissioners, called the meeting to order. Commissioner Steven L. Wible moved to approve the minutes of April 14, 2026; the motion carried unanimously. Commissioner Hervey P. Hann moved to approve accounts payable dated April 21, 2026 in the amount of $284,563.75; commissioners voted in favor. The fund-level breakdown recorded in the minutes lists $86,764.67 for the General Fund, $143,303.00 for HSDF/HSBG, $2,559.20 for the Law Library, $30,555.07 for 911, $46.03 for Hazmat, $21.25 for Domestic Relations, $20,742.98 for Debt Service, and $571.55 in pass‑through funds.

The board approved a proclamation designating May 2026 as Motorcycle Safety Awareness Month after Keystone Chapter ABATE Coordinator Calvin Wolfe and Assistant Coordinator Bob Keefer requested the proclamation. Commissioner Bunch moved to approve and execute the proclamation encouraging motorcycle safety and asking drivers to share the road; the motion passed unanimously.

Public Defender Phil Harper and Assistant Cheryl Deshong presented a Pennsylvania Commission on Crime and Delinquency (PCCD) grant application for fiscal year 2026–27; Commissioner Bunch moved to approve and execute the application as presented and the board approved the motion.

HR Administrator Mary Huston reported on a Benecon surplus check. Commissioner Hervey P. Hann moved to authorize Commissioner Bunch to sign paperwork placing the Benecon surplus check into a reserve account with S&T Bank to earn interest at 3.35%; the motion carried.

The board approved routine vendor payments: an invoice from Wessel and Co. for CFO services for March 2026 for $4,882.50 and an invoice from Elect IT Solutions for May 2026 IT staffing and support services for $12,598.00.

Commissioner Steven L. Wible moved to approve an application for burial expenses for Navy veteran Ryan E. Unger (service dates recorded as June 1968–June 1972); the payment will be made to surviving spouse Tana Unger. Commissioners also authorized Commissioner Wible to execute the second-quarter Medical Assistance Transportation Program (MATP) report for FY25–26.

Separately, Commissioner Wible executed and Chief Clerk Stacey M. Shives attested a joint resolution of the Huntington‑Bedford and Fulton Area Agency on Aging appointing Connie Brode as executive director; the minutes state the appointment had been approved and signed at a previous meeting. Juvenile Probation Officer Mary Hann presented a final document for the FY25–26 Juvenile Grant in Aid Award; Commissioner Hann moved to authorize Commissioner Bunch to execute the final document and the motion was approved.

Building and Maintenance Supervisor Brad Seville requested that the county have an official county flag designed and ordered because Fulton County currently does not have one. Commissioners authorized Seville to move forward; Seville noted that local Boy Scouts plan a courthouse ceremony on May 1 and hope to include the county flag in America250PA activities in Washington, D.C.

Jenn Hawbecker and Stacey Brookens of Franklin/Fulton MH/IDD/EI and Fulton County Human Services Director Julie Dovey provided updates on the county’s Early Intervention Program and other Human Services activities. The meeting record notes that updates were provided but does not include program funding numbers, performance measures, or specified next steps.

The commissioners adjourned at 11:15 a.m. and recorded that a brief Retirement Board quarterly review took place earlier in the morning with Raymond James advisers Denny Koons and Jacob Barr; separate minutes are on file for that meeting.
