Kapioma Township representatives and Atchison County Road & Bridge staff reported that an 84‑inch culvert installed to replace a damaged bridge has overtopped multiple times this year following heavy rainfall. Engineers recommended adding a 60‑inch 14‑gauge culvert to raise the drainage capacity to an estimated 7‑year event.
