Pat explained the amendment covers flexed transit funds that were banked by Bloomington Transit in prior years (fiscal years referenced in the packet include FY22, FY23 and FY24 amounts) and that the Federal Transit Administration is advising recipients to obligate stored funds prior to the expiration of certain IIJA provisions in September. Pat said the proposal would give Bloomington Transit access to those previously flexed dollars by placing a general replacement‑bus project in the local TIP rather than limiting the project to electric buses only.
A motion to add the project was made and seconded. Committee members responded affirmatively to the voice vote; the chair recorded two abstentions and no recorded nays, and confirmed the amendment passed.
Next steps: staff will incorporate the new bus replacement project in the TIP amendment package and forward it through the MPO approval process so Bloomington Transit can access the flexed funds for vehicle procurement.
