Applicant Josh Cockerell described the business as a 20-year local operation that diverts hundreds of thousands of tons of vegetative debris from landfills and provides storm-response support. "This facility supports our local economy, providing stable... jobs," he said, outlining plans for up to 7,500 square feet of buildings and up to nine additional employees.
During the board's discussion, one commissioner sharply criticized the applicant for treating planning staff poorly during the review process, saying staff had been respectful and professional and should not be blamed for enforcement actions. The commissioner said she would support approval because of the operator's local contributions but admonished the applicant to treat staff respectfully.
Outcome: The board approved the comprehensive-plan and PUD items; the transcript records the zoning/PUD vote as passing 4 to 1.
