Financial update: county posting error distorts October statements; enrollment essentially flat

Sultan School District finance staff told trustees on Nov. 18 that October financial statements were temporarily distorted after the County Treasurer inadvertently posted another small district's payroll to the district account.
Dan Balor said the error produced a distortion "of approximately $353,000" in the October statements and that the County Treasurer has apologized; the incorrect posting was corrected and adjustments would be reflected in the November statements. He said the error affected the general fund only and would not impact capital project funds.
Balor also reviewed enrollment measures. He reported full-time-equivalency (FTE) enrollment was essentially flat for November and that headcount analysis showed elementary growth while middle- and high-school levels were flat or slightly down. District charts compared building-level headcount to permanent capacity and showed elementary growth as the driver of districtwide increases.
Balor walked trustees through other routine budget-status information: September and October showed salaries and benefits roughly 3% below proportionate share through the first two months; materials, supplies and operating costs were 2.9% below; combined areas were less than 1% below proportionate share. He said the final certified 23-24 ending fund balance was $1,979,363 (about 5%).
Board members asked for clearer timing on ASB (Associated Student Body) budget delivery and thanked staff for adding headcount-by-building graphs. No formal fiscal policy changes were taken at the meeting; staff will post corrected statements and continue monthly reporting.
