Douglas County approves proactive emergency declaration ahead of FIFA World Cup operations

The Douglas County Commission voted unanimously May 13 to approve a proactive state-of-local disaster emergency declaration taking effect June 7, 2026, intended to position local agencies for World Cup–related operations and to streamline coordination with state and federal partners.
Robert Panekki, director of Douglas County Emergency Management, told the commission the declaration is a preparedness measure — not a response to a present emergency — that allows the county to activate its emergency operations center at varying levels, request and track resources, and improve interagency communications. Panekki listed potential impacts associated with hosting international teams and events, including increased transportation demand, international media attention, a higher need for EMS and public-safety surge capacity, cybersecurity considerations and the potential for demonstrations or large gatherings.
Deputy director John Stepich described operational preparations, interagency coordination with the city of Lawrence and regional partners, cultural briefings for the Algerian national team and planned public messaging to reassure residents. He said staffing agreements, mutual-aid planning and specialized training — including human-trafficking awareness for hospitality and public-sector workers — are underway.
Commissioners asked administrative questions about funding and declaration duration. Staff said state statute allows a chair to issue a short (seven-day) declaration, after which the full board must vote to extend; the board approved a longer posture tonight and will return after seven days if extension is required. The board also noted neighboring counties and the state are taking similar steps.
The motion to approve the declaration passed unanimously. Emergency management staff said they will post clear public messaging that the declaration is a proactive preparedness step, not a suspension of rights or an indication of a present threat to residents.
