Warren County Council approves additional appropriations, sets budget schedule

"We're down at 26,207 dollars for insurance, workman's comp insurance," the staff member said. Council members asked clarifying questions and then moved and approved the additional appropriations by voice vote.
The council also reviewed a planned highway truck purchase of $243,241, which staff said would be paid from the highway permit fee fund that holds fees (not general tax revenue). "That's a fund... that's not from tax dollars," the staff member said, explaining the permit fees that fund the purchase. Councillors discussed bid timing and how vehicle replacements are scheduled to avoid double‑churning costs.
Staff provided the county budget timeline: budget requests to office holders will be distributed May 29; requests are due back June 15 so the materials can be routed to the commissioners on June 15 and to the council on June 16. The county's internal budget meeting is planned for July 21 at 8:30 a.m., the legal notice and public hearing cycle begins in August (hearing on August 18), and budget adoption is scheduled for September 22. "I will hand out the budget request to the office holders on May 29... The budget meeting will be held July 21 at 08:30AM," the staff member said.
On salaries, council members agreed to present office holders with an estimated starting salary adjustment (a 3% figure was suggested) in the budget workbook so commissioners can deliberate during workshops. The council also asked department heads to supply multi‑year forecasts and "wish lists" for capital items so forecasting can incorporate long‑term vehicle, bridge and jail repair needs.
Next steps: staff will circulate the budget request materials to office holders and prepare forecast figures and departmental wish lists for the July budget meeting. No formal ordinance or final salary decisions were adopted at this meeting.
