Board extends county comprehensive plan one year while staff complete update

The Santa Cruz County Board of Supervisors voted May 13 to extend the effective period of the 2016 county comprehensive plan by one year, through May 18, 2027, while staff complete an updated plan.
Community Development Director Colin Bishop told the board the extension is intended to provide time for public engagement, stakeholder input and technical review. “We need time to actually go through the comprehensive plan process,” Bishop said, describing the request as primarily procedural to keep the county "statutorily clean."
Bishop and planning staff also used a study-session portion of the meeting to provide a “Government 101” overview of the department’s roles, including planning and zoning, building permit review, records management, and enforcement. He said the department is implementing clearer triage and escalation procedures for code complaints, describing the approach as akin to an emergency-room triage that prioritizes more serious violations for faster action.
Roberto Rojas, planning manager, described the department’s workload and permitting trends, including a rise in residential construction in Rio Rico and increased activity around tasting rooms and warehouses. He noted the department recently launched a cloud permit system to allow digital plan submission while still retaining certain required paper records.
The public hearing on the extension produced no public speakers. The board later moved and seconded the resolution (listed as Resolution 2026-02, Case PZ-26-02); the motion carried unanimously.
What happens next: staff will continue stakeholder outreach and technical committee work on the comprehensive-plan update over the next year. The extension preserves the existing plan’s legal effect while staff completes the formal update process.
