City staff described a 10-year plan to electrify about 2,200 of 4,700 vehicles, projected fuel and maintenance savings, and technical limits for heavy-duty refuse trucks and five nonfunctional electric buses from a failed vendor; staff are seeking FTA waivers to dispose of those buses.
