Pulaski County presents draft budgets, includes $100,000 pilot facade grant for redevelopment commission

Pulaski County staff presented draft department budgets to the Community Development Commission on May 12 that separate core functions into an Economic Development Commission (EDC) budget and a Redevelopment Commission (RC) budget and include a proposed $100,000 pilot façade/improvement grant.
Staff said most payroll remains on the CDC and that the EDC budget is small (largely professional services) while the RC budget is larger because the RC meets monthly and may handle more consultant and legal work. "We are putting $100,000 request in the economic development line items for the façade improvements grant program so that if we pilot it this year and it goes well we are able to keep it going," the Executive Director said, noting the council must ultimately approve any allocations.
The draft core budget had assumed a 10% pay increase in the initial draft; staff said it will be adjusted to a 5% assumption before submission. The staff presentation included projections for the fund cash balance, anticipated loan payments beginning in quarter three, and a conservative year-end projection of approximately $1.78 million across related funds.
A motion to approve the core budget proposal for submission to the county council carried by voice vote; staff will submit the package to the council with any requested amendments.
Next steps: staff will finalize the budgets, adjust pay increase assumptions, and transmit the proposals to the county council for final action.
