Pulaski County flags public-engagement concerns as it selects HWC Engineering for comprehensive plan

Pulaski County commissioners recommended HWC Engineering on May 12 as the preferred firm to prepare a countywide comprehensive plan and asked staff to seek adjustments to the public-engagement schedule before the contract is executed.
Staff said all five invited firms interviewed and scored within a small point range; the interview committee recommended HWC Engineering. "Approximately a 12 month timeline is expected once the project commences," staff said, and county attorneys are reviewing a draft contract.
Several commissioners said they want more formal outreach to constituent commissions and additional community meetings. "I have concerns about how many meetings they plan to schedule together in the community ' I think they're strong there but I had hoped that their proposal would include more meetings with the CDC and all the constituent commissions," the Executive Director said, asking that the firm expand its public-engagement plan.
Staff said the selection could be adjusted in response to the attorney's comments and the county will work with HWC to finalize the scope and meeting schedule before bringing the contract to the county commissioners for execution.
Next steps: staff will negotiate final contract terms with HWC Engineering, address the requested expansion of public engagement, and return to the county commissioners for final approval.
