Dr. Yolanda Morgan introduced the policy revisions and described a plan to codify the district's constituent tracking process, with policy development scheduled for September 10 and adoption on November 5. "This policy outlines a process for tracking, documenting, and responding to board member constituents," she said, emphasizing alignment with current practices.
The central debate focused on language in the draft that says a member who receives direct constituent inquiries is "encouraged" to forward them to the board office. Board member Mr. Lane argued that constituents elect members to act on their behalf and proposed stronger language allowing members to choose to handle requests themselves rather than being encouraged to route them elsewhere. Other members defended the existing wording, saying centralized handling has improved consistency and accuracy and citing the board clerk's report of a 100% response rate.
Members also discussed a proposed quarterly report summarizing constituent requests by type (transportation, academic, operational) and frequency. Mrs. Sinclair, the board clerk, confirmed the board office maintains a Google spreadsheet that logs constituent contacts, assignments and responses and said a quarterly summary could be produced without undue burden.
Concerns arose over a line that could be read to withhold "confidential or exempt information." Member Mr. Ferguson asked whether that phrasing would limit board members'access; staff and board counsel said board members are entitled to privileged or exempt records and agreed to revise the language to avoid confusion.
There was no formal policy vote at the workshop. Staff and counsel committed to rewording the confidentiality clause and to providing clearer language on quarterly reporting and board access to underlying records. The item will return as part of the district's policy development and adoption timeline.
