Doug Freedline, the Fairfax County Republican Committee’s election-officer liaison, described two recent cases in which officers were not included on an availability survey and said one was reinstated while another awaits appeal. He recommended that officers be permitted to serve until the electoral board rescinds appointments, that the elections office provide timely notice to officers and endorsing parties when deactivations occur, and that the board receive monthly reports of deactivations.
Greg Brandon of the Fairfax County Democratic Committee asked about the status of the Copper Mine precinct, which staff said remains under a moratorium for boundary changes until after the April 21 special election and is expected to be revisited in December.
Arena Van Braden of the League of Women Voters asked whether the county is experiencing an unusually high rate of incomplete or 'naked' mail-in ballots. Ben, the absentee voting manager, said overall cure levels were not higher than normal but staff have seen “a large number of empty envelopes returned without a ballot.” He said staff contact affected voters, explain options (vote in person, cure the ballot), and record the incidents for follow-up; reported causes varied and no single pattern was identified.
Maria Verrill, also with the Fairfax County Democratic Committee, asked whether non-election officials can still perform voter registration at naturalization ceremonies; staff said the process had changed so only election-office staff now handle registration at those events and that staffing and coordination with USCIS remain unresolved.
Board members acknowledged the concerns and placed officer-deactivation processes and standard operating procedures on a future agenda for review.
