Council agrees to workshop after presentation from Central Laredo Management District

LAREDO, Texas — Representatives of the Central Laredo Management District (a downtown business-improvement model) presented their recently adopted service plan and the transition from a dormant district into active operations.

Board members said the district's assessments are dedicated to downtown services and do not flow into the city's general fund. "Every dollar assessed through the district stays in downtown," board member Julian Rutnowsky told the council, describing planned services such as enhanced cleaning, parking programs and public-safety coordination.

Council members raised questions about assessment enforcement and foreclosure authority. The board acknowledged the legal mechanics of lien and foreclosure but said its current priority is collaborative revitalization rather than enforcement. "We are an economic development tool," a board member said, noting the board is accountable to property owners and the city.

Council approved a motion to schedule a workshop so staff and board members could provide more detail on governance, safeguards and remedies for property owners who do not pay assessments.
