A representative of the mayor's office told council that the parking garage's new kiosk-based payment system took effect May 18. Under the new system, drivers must take a ticket on arrival and pay at a kiosk before returning to their vehicle; the city will accept credit-card payments at exit but warned there will be an additional convenience fee for paying at the gate.
