Commissioners press staff for transparency on $74M P3 operations‑facility project

Commissioner Vargas and other commissioners raised a series of detailed questions about the county’s large public‑private partnership (P3) operations‑facility project, a roughly $74 million undertaking described in the county capital improvement plan and earlier board materials. Vargas pressed staff to disclose the identity of the third‑party developer and subcontractors, clarify who would be named additional insured on bonds and insurance, explain profit and overhead treatment, and provide line‑item contingencies and soft‑cost oversight.

County staff said the county is the project owner and that construction administration will be handled by county staff; the procurement followed P3 statutes rather than standard competitive‑bid or sole‑source procedures. Staff noted much of the project documentation appears in the CIP and on the county’s projects pages, and said borrowing/bond sale details and fixed‑price contracting terms have been presented elsewhere. Commissioners requested that the one‑page infographic be placed under the website section labeled "hot topics" so constituents can find it more easily.

Vargas submitted to staff a list of follow‑up data he requested in writing, and staff agreed to provide available documentation that is standard and releasable. Commissioners reiterated a desire for transparency on construction management, contractor disclosures that are appropriate for the contracting route used, and periodic status updates on predevelopment and procurement milestones.
